In Belarus, they want to speed up the removal of abandoned and unoperated vehicles from streets and other territories. Alexander Lukashenka signed amendments to the decree on the collection, storage, and subsequent disposal of such transport.
The changes should simplify the work of executive committees and organizations dealing with abandoned cars, as well as reduce the time required to declare a vehicle ownerless.
According to the new rules, unoperated vehicles will include not only cars but also faulty self-propelled machines — for example, tractors and similar equipment, if they are left outside the adjacent territories of private homes and special parking lots.
Local authorities will be able to grant relevant powers to organizations that will deal with such transport. They, like executive committees, will have the ability to determine who owns an abandoned vehicle or who is involved with it.
For this, various data will be used: about potential owners, vehicle insurance, technical inspection history, and penalty payments. Relevant notifications will be sent to identified individuals.
The main change concerns deadlines. Previously, an application to the court for declaring a vehicle ownerless and transferring it to the ownership of the respective administrative-territorial unit had to be submitted after 30 days. Now, this period has been reduced to 10 days.
Thus, the procedure should become significantly faster, and abandoned cars, tractors, and other unwanted equipment will disappear from streets and other public areas more quickly.
