Rules defined for the activities of charitable foundations that raise money for treatment

On September 7, Alexander Lukashenka signed Decree No. 304 "On Foundations and Charitable Activities in Healthcare". The document defines the rules for the operation of charitable foundations in this area and clarifies general norms regarding their creation and activities, writes BelTA.

Hrodna boy Vanya Stsiatsenka is being administered the drug "Elevidys" costing $2.9 million, for which people raised money. This case was associated with a big scandal involving bloggers Mikhail Dragan and Yauheniya Tarasenka, who spent a significant portion of the money raised for Vanya's needs on themselves.

The decree codifies the concept of charitable activity in healthcare, and also determines who can participate in its organization and financing.

The procedure for collecting money for medical care and its targeted use is separately prescribed. It also determines what to do with money collected in excess of the established limit, or funds that remain unclaimed. A mechanism for controlling the movement of money and ensuring its use for its intended purpose is also provided.

The new decree also approved a new version of the regulation on the creation, activities, and liquidation of foundations. The minimum amount of property required for the creation and operation of foundations in the healthcare sector is doubled.

In addition, the permissible amounts of foundation expenses for salaries and other payments to employees, as well as for entrepreneurial activity, are defined. At the same time, it is prohibited to use donations from citizens and legal entities for entrepreneurial purposes.

The authorities expect that the implementation of the decree will help prevent the misuse of collected funds, make the work of foundations more transparent, and strengthen control over their activities. In addition, the document should streamline charitable activities in the healthcare sector.
