This is Minister Kubrakov's idea.

A new children's playground has been opened at Father Frost's residence in Belovezhskaya Pushcha. The theme chosen was safety. Therefore, eight animal figures — a dog, a beaver, a bison, a bear, a lynx, an eagle, an owl, and a fox — were placed there in police uniform.
The idea to create such a playground originated with the Minister of Internal Affairs, Ivan Kubrakov.
The solemn ceremony was attended by the First Deputy Minister of Internal Affairs of Uzbekistan, Batir Kudratkhodzhaev, the Head of the Internal Affairs Directorate of the Brest Regional Executive Committee, Oleg Shulyakovsky, the Director General of Belovezhskaya Pushcha, Yan Venskavich, as well as police officers and pupils of military-patriotic clubs.
