New York Times: Washington Enticed Russia, Including by Lifting Sanctions on Belarusian Potash

In late September, the United States offered Russia three economic concessions in exchange for a partial ceasefire — in the energy sector or at sea. This was reported by The New York Times. According to the publication, Ukrainian officials were surprised by how far Washington was willing to go in negotiations with Moscow.

American negotiators Jared Kushner and Steve Witkoff proposed unfreezing billions of dollars in Russian state assets. These funds were considered an advance for a partial truce, not a reward for fulfilling agreements.

The second proposal was to revert to the plan of selling a portion of the Russian oil company Lukoil to a group of investors from the Middle East. Among them are individuals who have business ties with the American negotiators.

The third proposal involved allowing Belarus to export potash fertilizers.

Kyiv did not directly reject these proposals, but demanded guarantees. The Ukrainian side proposed that for every dollar of unfrozen Russian assets, Ukraine would receive the same amount. Another option was for the US to commit to providing Ukraine with additional military assistance in case of a truce violation.

However, the negotiations reached an impasse. The Ukrainian delegation flew to Miami for a meeting with Kushner and Witkoff, but at that time, US President Donald Trump had a long phone conversation with Vladimir Putin and announced an agreement regarding the supply of Russian diesel fuel to the American and global markets.

According to the publication, Moscow apparently offered nothing in return. Soon after, Putin's aide Yuri Ushakov stated that the Russian authorities would still consider when to resume negotiations.

Former US Ambassador to Poland Daniel Fried commented to The New York Times that Russia is not interested in diplomacy and is waiting for more favorable proposals from the West. According to him, if one starts 'chasing' Russia, it will only wait until even greater concessions are offered to it.

On October 9, after a phone call with Putin, Trump agreed to the supply of hundreds of thousands of tons of Russian diesel fuel. The US Treasury Department issued a license permitting the sale and import of Russian diesel until April 7, 2027.

According to Axios, the agreement was reached after Ukraine refused to stop striking Russian oil refineries. Ukrainian President Volodymyr Zelenskyy criticized Washington's decision, calling it weak.
