Shakutin's Long-Term Construction Project Near Drozdy to Be Completed by Minsk City Executive Committee

The "Chanter Hill" complex in Minsk near Drozdy is planned to open in 2027. This long-term construction project has been handed over to the Capital Construction Department of the Minsk City Executive Committee for completion, Realt.by writes .

On December 17, the administration of the Central district of Minsk held a meeting dedicated to the problems of unfinished construction. According to the information presented, 11 objects are planned to be commissioned in the district over the next two years, five of which have already been completed.

Among those remaining is the multifunctional complex "Chanter Hill" in the area of Pobediteley Avenue and Vesninka Lane. Its construction began back in 2016. The building looks almost finished, but the Capital Construction Department of the Minsk City Executive Committee will be bringing the project to completion.

Construction of the complex near Drozdy reservoir and "Minsk-Arena" began nine years ago. Initially, a large hotel and business center with an area of about 140 thousand square meters was conceived. The project included a 25-story hotel, four high-rise office buildings, a multi-level sports complex with indoor tennis courts, a gym, swimming pools, a SPA area, a restaurant, and underground parking.

Initially, the project was implemented by the Belarusian company "Interservice," owned by businessman Alexander Shakutin — owner of the "Amkodor" holding. The general contractor was the Chinese company CITIC Construction. The complex was planned to open in June 2019, and it was even stated that the work could be completed earlier, but the deadlines were missed.

In 2018, the customer of the construction changed – it became the company "Navanep," also owned by Shakutin. Later, information appeared that the idea of a hotel might be abandoned in favor of focusing mainly on office premises. The investment agreement was extended until the end of 2023, but the complex never opened, although it has looked almost completed for several years.

During the last meeting of the administration of the Central district, it was announced that "Chanter Hill" is planned to be excluded from the list of long-term construction projects in 2027. The object was transferred to the economic management of KUP "UKB Minskgorisykloma," which will be engaged in its completion.

In total, 11 problematic objects are planned to be completed in the Central district for 2025-2027. Most of them are expected to be commissioned already in 2025, five objects have been put into operation. Among them are the engineering and transport infrastructure along projected street No. 28, the arts and crafts workshops of the St. Elisabeth Convent, and the first phase of a multifunctional hotel complex in the area of Maksim Bahdanovich, Yanka Kupala streets, and the Svislach River.

In 2026, UKB plans to undertake the reconstruction of the existing building at Budslauka, 29, with the construction of a service center annex.
