Changes are coming to a quiet neighborhood in the center of Minsk. There will be a huge square, a contemporary art center, and parking
The Minsk microdistrict Zalataya Horka is rightly called the quiet center of the city. The main avenue, metro, and shops are nearby, yet silence and tranquility reign in the courtyards of the five-story buildings. It turns out that this neighborhood is facing some changes in the foreseeable future.

A public discussion of the detailed planning project starts in the administration of the Savetski district these days, but there will be no large-scale construction or demolition here. Realt.by reports what they plan to change here.
The discussion concerns an area of 76.3 hectares. A large part of it is located in the Savetski district, and a small section of 4 hectares is in the Pershamaiski district. The boundaries of the microdistrict are Independence Avenue, Hikalau, Platonava, and Kazlova streets. In Zalataya Horka, which was once a city outskirt, Stalinist Empire style, post-war five-story buildings, and modern offices now coexist.
There are also several buildings here that have the status of historical and cultural heritage sites. These are the Church of the Holy Trinity (St. Roch's), the Belarusian State Philharmonic, buildings on Independence Avenue and Kazlova Street, and the Church of Alexander Nevsky on the territory of the Military Cemetery.
Demolition and Parking
The former residential building at Zalataya Horka Street, 8A, is slated for demolition. Residents moved out a long time ago, and the house itself, as of 2023, belonged to the developer "Macroengineering," which erected an elite high-rise nearby.


In the future, urban planners propose to demolish two administrative and industrial buildings on Hikalau Street, 22B, and Platonava Street, 31A. In place of the building on Hikalau, 22B, the designers propose to construct an underground parking lot. It is no secret that the parking situation in the center of Minsk leaves much to be desired. As a result of all transformations, the total number of parking spaces in the quarter should increase from 1090 to 4160 (some of them will be reserved in adjacent areas).
Existing box garages and unsightly utility buildings, currently located in internal courtyards and marring the appearance of the city center, have also been designated for demolition.

Infrastructure
Regarding infrastructure, in the near future, it is planned to reconstruct the non-operational orphanage No. 4 on Berastsianskaya Street, 20, into a specialized kindergarten with 140 places. Also, urban planners plan to reconstruct the house on Chyravanazornaya Street, 31, where a hostel currently operates, into the "Kvatiernik" Contemporary Art Center.
In addition, new household service facilities, offices with a grocery store, and an administrative building with an underground parking lot may appear in the quarter.

Landscaping
All existing green areas in the microdistrict will be preserved and multiplied. Thus, they want to create a square for the twin city of Changchun in the quarter, as well as to improve the territory of the former Catholic cemetery behind the Church of the Holy Trinity (apparently referring to the wasteland previously occupied by an antenna-jammer).
A new square with an area of 1.65 hectares should appear here, where open-air exhibitions can be held during the warm season. The modernization of Bondarauski Square and Mulyavin Boulevard is also planned.

The public discussion will take place from February 26 to March 12. Comments and suggestions marked "public discussion" are accepted within the period of the public discussion at the address: 220 013, Minsk, Darashevicha, 8 (or by e-mail: [email protected]). The results of the public discussion will be summarized at a meeting of the Architectural and Urban Planning Council under the chief architect of the city of Minsk.
