In Belarus, administrative liability is being introduced for mobile operators for poor communication quality and failure to meet network coverage requirements.

According to information from the Ministry of Communications, amendments are being made to the Code of Administrative Offenses, according to which operators can receive fines for failing to comply with established mobile communication quality standards.
The maximum fine can reach 1000 base units, which currently amounts to 45 thousand rubles.
The main requirements for communication quality are approved by a separate government resolution. They establish the minimum mobile internet speed in various regions of the country.
By the end of 2026, it is planned that the average internet speed should be at least 60 Mbps in Minsk and regional centers, 25 Mbps in district centers, and 10 Mbps in other populated areas.
By the end of 2030, the requirements will increase further: 135 Mbps in large cities, 110 Mbps in district centers, and 30 Mbps across the rest of the territory.
The law will come into force two months after its official publication.
