Minsk authorities reveal how they will fight the "ocean of cars" in courtyards

As noted by Vladimir Kukharev, Chairman of the Minsk City Executive Committee, the problem of spontaneous parking near houses remains very relevant. Modern norms already provide for the placement of parking lots outside courtyards to leave more space inside residential areas for playgrounds, walks, and landscaping. However, in practice, many drivers continue to leave cars on lawns, sidewalks, and directly near entrances.

At the same time, there is a seemingly paradoxical situation in the city: more than 20 thousand spaces in guarded parking lots and multi-level car parks remain unclaimed. Therefore, the authorities intend to simultaneously create additional conditions for moving cars out of courtyards and strengthen control over violators.

In residential areas, it is planned to more decisively restrict the parking of commercial vehicles in courtyards. Special areas will be designated for trucks and minibuses, including in industrial zones.

In the center of Minsk, the network of paid parking lots will continue to be developed. In the future, their number is planned to increase to 10 thousand parking zones. For unpaid parking, drivers will be encouraged to follow the rules with higher tariffs and punitive measures.

Special attention will be paid to electric vehicles. City parking lots are to be made more attractive to their owners by equipping parking areas with charging stations. This should create a convenient opportunity to leave an electric car in an official parking space and simultaneously charge it, including at night.

Currently, about 30 thousand electric vehicles are driving in Minsk. According to forecasts, their number could exceed 100 thousand by 2030. In this regard, the Minsk City Executive Committee is preparing a unified concept for the development of the electric charging infrastructure network. It is planned to abandon the chaotic placement of charging stations and ensure their more even distribution in various micro-districts.

The main focus will be on guarded parking lots. Thus, an electric car owner will be able to get a parking space where the car will be safely parked and charged without the need to extend cables through courtyards and create obstacles for other road users.

As a result of these actions, the city authorities expect to gradually change the habit of Minsk residents to park cars directly near their homes and redirect them to specially equipped parking lots.

Before this, on September 3, Alexander Lukashenko, during a report from Vladimir Kukharev, said:

"There is a house, in front of it a square up to the roadway — good, beautiful. But this is rare. And in other cases, it's an ocean of cars. Dirty somewhere, smudged. Well, it's not very beautiful when a building drowns in a procession of these cars. We need to think about what to do. We won't get rid of cars. But we need to think about what to do with these parking lots. In front of the house, near the house, people should still breathe clean nature — trees, bushes, flowers, flower beds, and so on."
