How is that possible?

If a child skips school, can parents be penalized?
District inspector Yauhen Tarasau of the Kastrychnitski District Department of Internal Affairs of Grodno says yes.
"In accordance with Article 32 of the Constitution and Article 75 of the Code on Marriage and Family, care for a child's education, development, and learning is the right and duty of parents," he notes.
"According to current legislation, if a child misses classes in an educational institution without a valid reason or systematically violates the internal rules of the school, their parents may be brought to administrative responsibility under Article 10.3 of the Code of Administrative Offenses. For improper fulfillment of duties stipulated by law, parents or legal representatives of the student face a fine of up to 10 basic units," adds the district inspector.
10 basic units are currently 450 rubles.
Tarasau also says that if a child doesn't attend school at all, the family may be registered (put on a special account).
