EU sanctions against Russia extended for only a week. Unity broken by two Russian oligarchs
On September 14, European Union countries agreed to extend the so-called black sanctions list, which includes almost 3,000 individuals and organizations due to Russian aggression against Ukraine, for only a week. The restrictions will now be in effect until September 22. Thus, EU ambassadors were given another week for negotiations and alignment of positions, Reuters reports .
The reason for the delay was the demands of Slovakia and France to change the sanctions list. Slovakia advocates for lifting restrictions on two Russian oligarchs — Alisher Usmanov and Mikhail Fridman. France, in turn, seeks the exclusion of Usmanov from the sanctions list.
Paris explains its position with issues of national security and requests from partners in other countries. However, the details of these demands are not disclosed.
EU sanctions against individuals and organizations are adopted only with the consent of all member states. Individual restrictions include, in particular, a ban on entry into the EU and the freezing of assets. The current package of sanctions was set to expire on Tuesday, so without an agreement between the countries, there was a risk of it not being extended.
Alisher Usmanov is an Uzbek-Russian businessman, one of the richest people in the world. In January, he won a lawsuit against the German newspaper Frankfurter Allgemeine Zeitung. Usmanov sued over a publication about his possible ties to the Kremlin.
Mikhail Fridman is a Russian entrepreneur, named one of the most influential Russian financiers. He is the founder and one of the main shareholders of Alfa Group, which owns Russia's largest private bank, Alfa-Bank.
Both businessmen were included in the EU sanctions list on February 28, 2022. In Fridman's case, the EU justifies the sanctions, among other things, by his actions which, according to the European Union, contributed to undermining the territorial integrity, sovereignty and independence of Ukraine, by supporting Russian decision-makers responsible for the annexation of Crimea and the destabilisation of eastern Ukraine, and by benefiting from his connections with these individuals.
