USA Did Not Warn Ukraine About Russian Missile Strikes on Kyiv for the Second Evening in a Row
Russian forces continue to attack Ukrainian energy infrastructure, despite calls from US President Donald Trump for an energy ceasefire. On the evening of October 13, Russia launched ballistic missile strikes on Kyiv, Ukrainian President Volodymyr Zelenskyy reported .

The main target was Darnytska CHP-4, which, before the war, supplied heat and hot water to 8% of the city's residential buildings.
One of the missiles also hit a nine-story residential building. At the time of the reports, there was no information about casualties.
According to Volodymyr Zelenskyy, Ukrainian military personnel detected the missiles only when they were already approaching the city.
“It is clearly unfair when they destroy energy infrastructure, and Ukraine does not even receive [from partners] warnings about ballistic missile launches. [...] It is important that America truly sees what is happening and who is to blame for the war continuing,” the Ukrainian president wrote.
Earlier, Ukrainian monitoring channels also reported that American intelligence did not warn Ukraine about the launch of Russian missiles in the direction of Kyiv.
The US did not inform Kyiv about the danger before the Russian attack on the evening of October 12 either. Yurii Ihnat, a representative of the Air Force of the Armed Forces of Ukraine, then confirmed that the warning arrived late, but did not rule out technical issues.
After this, Donald Trump stated at a briefing near the White House that the US continues to exchange intelligence with Ukraine. American intelligence also warned Kyiv about the danger of massive shelling over the next 48 hours.
In recent days, Trump has criticized Zelenskyy for Ukrainian troop strikes on Russian oil refineries. Amidst the crisis caused by the war in Iran, Washington intends to open markets for Russian diesel fuel. However, according to the American side, the Ukrainian campaign against Russian oil refining is hindering these plans.
As reported by Financial Times and Bloomberg, American officials, as well as special envoy Steve Witkoff and Trump's son-in-law Jared Kushner, threatened the Ukrainian authorities with stopping intelligence sharing and blocking the mechanism for arms supplies, if the Armed Forces of Ukraine do not cease attacks on Russian oil refineries.
