US Secretary of State Marco Rubio stated that the war in Ukraine “is actually about Donbas.”
“While it is often said that this is a war in Ukraine, it is actually about Donbas — one specific region of the country. Essentially, it's about a territory that constitutes about 11% of the country: Russia seeks to obtain it but cannot seize it militarily, and Ukraine does not want to give it up. And Ukraine has strong reasons to maintain this position — it is a matter of sovereignty and its own long-term security,” he said at a press conference on October 22, Radio Svoboda's Ukrainian service reports.
Rubio emphasized that this conflict cannot be resolved militarily: it can only end through diplomatic means.
According to him, the question is whether “it will be possible to achieve an outcome where both sides gain something, but simultaneously make concessions that will allow the war to end.”
“The situation is complicated, but I can say one thing: no matter how difficult it may be, a solution cannot be reached until both sides sit down at the negotiating table. We are ready to take on the role of a mediator in this process. That is precisely what we are trying to do. We do not claim that negotiations by themselves will automatically solve the problem, but without getting the parties to the negotiating table, there is no chance of solving the problem at all,” the US Secretary of State added.
