Budanov revealed how many Russians were mobilized in 2025: "They will overfulfill the plan"
Russia's mobilization plan for 2025 was to recruit 403 thousand people — this number was reached there by early December. Thus, Russians in 2025 will overfulfill the plan for recruiting people into the army. Kyrylo Budanov, head of the Main Intelligence Directorate of the Ministry of Defense of Ukraine, stated this in an interview with "Suspilne".
Budanov said that the main source of replenishment for the Russian army is contract soldiers.
According to the general, the Russian mobilization plan for 2026 is to recruit 409 thousand people.
When asked whether Russia faces problems in the process of recruiting people for the war, Kyrylo Budanov replied: "Of course. Therefore, they periodically increase the level of one-time payments: it varies depending on the region, but these are significant amounts. That's how they lure people into the army."
