Can a teacher expel a student from class if there's no way to control them? The Ministry of Education responded

Situation: a child misbehaves in class, disturbing others. Does the teacher have the right to put them outside the door? The Ministry of Education responded: no, they do not.
The department referred to the Education Code: every student has the right to receive education, as well as to respect for their honor and dignity and protection from all forms of violence.
In addition, their safety must be ensured during the educational process. Teachers are obliged to work at a professional level, comply with ethical standards, and respect students.
So how to punish a transgressor? The department named both permitted methods and full prohibitions.
What is a teacher absolutely not allowed to do?
- Expel a child from class (the teacher is responsible for their safety while they are at school).
- Shout, insult, humiliate.
- Confiscate personal belongings (phone, headphones).
- Prevent from entering the classroom due to being late or absence of uniform.
And what is allowed?
If remarks don't work, the teacher has legal tools.
- Record the violation — make an entry in the electronic or paper diary, write a report addressed to the principal or vice-principal.
- Involve parents — send them a written appeal, invite them for a conversation with the class teacher.
- Call school psychologists or social educators.
- Apply disciplinary measures — if this is stipulated in the school charter, the student may receive a remark or reprimand. But this is through the administration, not personally by the teacher.
- Change the approach in class — conduct not a boring lecture, but a game, competition, or seminar to refocus the class's attention.
- Understand the reason for bad behavior — sometimes an individual conversation and praise for successes, not just punishments, helps.
And if nothing helps? In extreme cases, the school administration involves the inspectorate for minors and other specialists.
