Latvia's Ministry of Transport is promoting rules that provide for a ban on all bus passenger transport to Russia and Belarus, as well as transit passenger transport, writes Delfi.lv.

A ban is already in effect for carriers on international irregular passenger transport by bus across the Latvian-Belarusian and Latvian-Russian borders. However, the Ministry of Transport has developed amendments to the rules on international passenger transport by bus, which foresee extending this ban to regular bus routes.
As explained by the Ministry of Transport, after the approval of the draft rules, the state SIA Autotransporta direkcija (Road Transport Directorate, ATD) will issue individual administrative acts on the annulment of permits for specific carriers on the basis of the Administrative Procedure Law.
“ATD’s decisions are individual administrative acts that implement the ban on international transport to Russia and Belarus, as well as international transit transport through Latvian territory, as foreseen by the draft rules, extending it to specific carriers,” the ministry explained.
The Ministry of Transport also emphasizes that this restriction complies with the Satversme (Latvian Constitution) and is justified in a democratic society.
“In connection with the conclusions of the State Security Service, outlined in the service's activity report for 2025, there are grounds to recognize that the existence of transport links with Belarus and Russia objectively contributes to the realization of the identified threat to national security. The availability of regular routes to Belarus and Russia, along with other travel opportunities, increases the risk for Latvian citizens of encountering situations of influence and recruitment,” the ministry notes.
At the same time, the Ministry of Transport acknowledges that carriers will suffer losses if international transport to third countries is banned.
For the rules to come into force, they must be approved by the Cabinet of Ministers.
