Rubio suggested that the US is delaying the transfer of interceptor missiles bought by Europe to Ukraine
US Secretary of State Marco Rubio suggested that there might have been a delay in the delivery to Ukraine of interceptor missiles purchased by Kyiv's allies as part of the PURL program — a list of Ukraine's priority needs. He, however, dismissed claims that the delay was the result of a deliberate political decision by Washington, writes Deutsche Welle.

On October 20, speaking with journalists before a trip to India, Rubio stated that there was no conscious political directive aimed at harming Ukraine. According to him, Ukraine was not deliberately denied anything.
Later, while in India, the head of the State Department noted that US President Donald Trump is disappointed with accusations that he is intentionally harming Ukraine. In particular, this concerns claims that Trump ordered to stop the transfer of American intelligence data to Kyiv. Rubio emphasized that such accusations do not correspond to reality.
According to Rubio, his conversation with Ukrainian President Volodymyr Zelenskyy lasted 45 minutes. Zelenskyy reported that they discussed the supply of missiles for intercepting ballistic missiles, early warning of Russian attacks, as well as the operation of SpaceX's Starlink and Starshield satellite services, which Ukrainian military personnel use for drone control and front-line communication.
The day before, on October 19, Zelenskyy, during an online conversation with US Senators Richard Blumenthal and Thom Tillis, stated that the US is delaying the transfer to Ukraine of missiles for which its allies have already paid as part of the PURL program. According to the Ukrainian president, one of the missile packages prepared for shipment is awaiting the signature of US Defense Secretary Pete Hegseth.
Zelenskyy also noted that European partners are awaiting Washington's permission to transfer Patriot interceptor missiles from their stockpiles to Ukraine. In his opinion, this may indicate a political decision to slow down aid to Kyiv.
In addition, Zelenskyy stated that recently Ukraine had not received warnings from the US about Russian ballistic missile strikes three times. Kyiv also did not receive comprehensive explanations regarding restrictions on the use of Starshield — a military communication service based on Starlink technologies. The Ukrainian president called these actions by the American side difficult to understand in relations between friends.
However, according to Zelenskyy, Ukraine is ready to halt strikes on Russian oil refineries for 30 days, as demanded by Donald Trump. However, Kyiv sets the transfer of Patriot interceptor missiles as a condition for such a step.
