Kushner Proposed Restoring Europe's Dialogue with Russia Modeled on the Russia-NATO Council
Europe, together with Ukraine, insists that a ceasefire must come first.

On Tuesday, a trilateral meeting of the US, Ukraine, and Russia, organized by special envoy of the US president and his son-in-law Jared Kushner, will take place in Abu Dhabi. Compromises for a ceasefire will begin to be discussed there. Kushner combines this with the idea of broad negotiations between Russia and Europe on post-war security of the continent. The Russia-NATO Council, whose work was suspended in 2014, serves as a model for him, writes The Washington Post, citing sources.
Among the goals of such a dialogue, Kushner lists regular security consultations, reliable communication channels in case of crises, greater military transparency, mutual measures to reduce the risk of escalation, and the creation of a foundation for long-term security and stability in Europe.
Kushner wants to pursue both tracks simultaneously. Europe, together with Ukraine, insists that a ceasefire must come first, and only then an agreement on the security architecture. European officials are ready for dialogue with Russia but warn that negotiations will be difficult.
Putin, it is reported, enthusiastically received the idea of a pan-European security plan during a meeting with Whitcoff on October 21.
