All Buses Required to Have Video Surveillance Systems and Seat Belts for Passengers
The government adopted a resolution that changes the rules for passenger and cargo road transport. The document was signed by Prime Minister Alexander Turchin.

The document provides for the approval of updated rules, changes in the procedure for conducting tenders for regular passenger transport, and also supplements the list of organizations coordinating railway transportation of products to China.
A number of new requirements are being introduced for passenger transportation. All buses must be equipped with video surveillance systems, and passenger seats with seat belts. Carriers are obliged to officially conclude employment contracts with drivers.
The system of travel documents is also being streamlined — they will be used by analogy with urban electric transport. In the taxi sector, it is prohibited to change the payment method during the trip, and payments must be made through electronic systems. It is planned to reduce instances of booking rejections and inflated prices, especially when a passenger orders a taxi not through apps or a dispatcher, but directly from the driver.
A change proposed by the Ministry of Education is separately noted: now drivers of school buses are required to have only one year of experience, not three.
As for cargo transportation, mandatory equipment of vehicles with video cameras and satellite navigation systems is being introduced. When transporting timber, vehicles must have special devices that prevent cargo shifting. In addition, trucks and trailers must be covered with a special covering to prevent road contamination. Carriers are obliged to monitor the correct use of such equipment.
The changes also affect the procedure for conducting tenders for regular transportation. Organizations responsible for transport safety will be included in the tender commissions. A meeting will be considered valid if more than half of the commission members are present. Unified criteria for evaluating participants are defined to exclude dishonest carriers.
It also defines how the costs of conducting tenders will be reimbursed, shortens their duration, and clearly outlines the actions of participants after the results are summarized. This includes regulating how an agreement is concluded if the winner of the tender does not sign it for some reason.
