Russia's Supreme Court Declares Belarusian "Cyber Partisans" an Extremist Organization

The Silent Crow group has also been recognized as extremist. Both groups claimed responsibility for a large-scale system failure at Aeroflot, which forced the airline to cancel dozens of flights.

"The court decided to grant the Prosecutor General's request, recognize the hacker groups as extremist, and ban their activities in the Russian Federation," Judge Oleg Bugakov announced the decision, writes RBC.

The most famous joint operation by Silent Crow and "Cyber Partisans" was an attack on Aeroflot's IT infrastructure on July 28, 2025. The airline reported an information system failure, which led to widespread cancellations and delays of flights from Sheremetyevo.

The hackers claimed that they had been inside the carrier's corporate network for about a year, gained access to employee computers and large amounts of information, copied a complete database of flight history, and established control over employee computers.

According to their version, 22 TB of information was copied, and 7,000 servers were destroyed.

Aeroflot did not confirm these claims, and later Roskomnadzor stated that information about a leak of personal data of customers or employees was not confirmed.

After the decision comes into legal force, the activities of both groups will be prohibited in Russia, and organizing their work, participating in their activities, and financing them may lead to responsibility under the articles of the Criminal Code concerning extremist activities.

The "Cyber Partisans" were already recognized as a terrorist organization in Belarus in November 2021.
