A citizen of Belarus was detained in Latvia for transporting four individuals who had illegally crossed the Belarusian-Latvian border. The incident occurred on Sunday, October 25, in Valmiera Municipality.

Employees of the Latvian State Police stopped a BMW car on the road, driven by the Belarusian. During the inspection, four individuals were found in the cabin without valid visas or residence permits. They had previously illegally crossed the border between Belarus and Latvia.
A criminal case was initiated against the driver under Part 3.1 of Article 285 of the Criminal Law of Latvia. This provision stipulates responsibility for the illegal movement of people across the state border during enhanced border protection or a state of emergency introduced due to a threat to its inviolability.
It also emerged that the Belarusian was in Latvia without a valid visa or residence permit. Furthermore, he failed to complete and submit the mandatory questionnaire for preventing threats to state security, which must be filled out 48 hours before entering the country. For these violations, he was also brought to administrative responsibility.
The Latvian Border Guard urged against participating in the organization or execution of transporting people who have illegally crossed the state border, including within the European Union. According to the relevant article of the Criminal Law, illegal movement of people across the border and other actions related to organizing illegal migration to Latvia carry a penalty of two to ten years of imprisonment. The court may also confiscate property and impose supervision for a period of up to three years.
