Human rights defender Alies Bialaicki has been placed in a disciplinary cell in Correctional Institution No. 2 in Babrujsk, Mahiliou region.
It is unclear why this penalty has been imposed on Mr. Bialaicki, chairman of Viasna (Spring) who turned 50 on September 25, the human rights organization said.
According to unconfirmed reports, the prison administration isolated Mr. Bialaicki right before his birthday to show that it could get away with anything and to prevent the inmate from receiving birthday greetings, Viasna said.
As a result of three alleged violations of prison rules between March and June 2012, Mr. Bialaicki was given the status of persistent violator of prison rules and declared ineligible for amnesty. In addition, the prison administration cancelled Mr. Bialaicki's three-day meeting with his wife, which was scheduled for this fall, and reduced the maximum amount that the inmate may spend on essential goods every month from 500,000 to 100,000 rubles ($12).
In August, Mr. Bialaicki was charged with two more disciplinary offenses, which meant that he would miss his turn to receive a food parcel and have a brief meeting with his family members.
