Rodríguez stated that Venezuela's defense council has begun to operate, and the government is ready to defend the country. She called for calm and unity.
She also condemned the US operation to capture Nicolás Maduro and demanded the release of him and his wife.
"In Venezuela, there is only one president, and his name is Nicolás Maduro," said Rodríguez.
"We will never be a colony again," she noted.
The address was broadcast from Caracas, although Reuters previously reported that Rodríguez was in Russia. Rodríguez sat next to high-ranking state figures, including Minister of Interior Diosdado Cabello, President of the National Assembly Jorge Rodríguez, and several military commanders.
Earlier, Donald Trump, during a press conference, stated that Delcy Rodríguez had a telephone conversation with US Secretary of State Marco Rubio and that Caracas was ready for cooperation with Washington.
