According to Dmitry Matyushka, head of the Minsk City Organization of the Water Rescue Society, nine people drowned in the capital's reservoirs from the beginning of the swimming season until August 12. All of them were under the influence of alcohol. Meanwhile, rescuers managed to save 16 people, and 21 since the beginning of the year.

According to the analysis of cases, a typical drowning victim in Minsk is a man aged 21 to 69, who is unemployed and abuses alcohol to varying degrees. The main risk factors remain alcohol and night swimming.

The capital's organization of the society operates eight rescue stations, a maneuver-and-search group, and over 20 rescue posts, which are active during the swimming season. However, standard regulations stipulate that society employees are on duty from sunrise until dark, so nighttime control of reservoirs by rescuers is not provided for.

The largest number of drowning incidents occurred in June. After analyzing the incidents, authorities identified additional security measures.

The number of joint raids by the Water Rescue Society, police, and MES (Ministry of Emergency Situations) is increasing. Patrol intervals are reduced to 30 minutes. More rescuers and swimming aids are involved, and observation of the water area is also organized from the water.

On weekends, a police officer is present at each rescue station from 10:00 AM to 10:00 PM. Together with employees of the Water Rescue Society, he participates in patrols, raids, and preventive measures, including identifying people on beaches who are intoxicated.

It was also proposed to increase the number of police patrols on beaches on the eve of weekends, on weekends, and on holidays after 9:00 PM. The proposal received support – law enforcement will be on duty in beach recreational areas until 2 AM.

At the same time, the Minsk City Executive Committee noted that strengthened control is needed not only on weekends. According to Oleg Korzun, Deputy Chairman of the Minsk City Executive Committee, there are also many people on beaches on weekday evenings.

During the swimming season, 152 administrative protocols have already been drawn up for swimming in prohibited areas. In addition, people will continue to be held accountable for consuming alcohol and beer on beaches, as beaches are public places.

Authorities note that some people deliberately ignore prohibitions and safety measures. Therefore, preventive work with the public is planned to continue, using all available methods to reduce the number of tragic incidents on the water.
