At least 26 major Russian airports have introduced restrictions on aircraft refueling
In most cases — only for foreign airlines.

As of September 7, at least 26 major Russian airports have introduced restrictions on aircraft refueling, "Verstka" found after analyzing messages in the aeronautical information system.
The first restrictions were introduced in June, and the second wave fell in September. Their duration ranges from one to almost seven months, depending on the airport.
For example, from September 2, 2026, to March 16, 2027, Pulkovo airport in St. Petersburg introduced refueling for all flights only in accordance with the flight plan, without any additional fuel volumes. A similar message is active at Khrabrovo airport in Kaliningrad from June 8 to December 6 of this year. These measures apply to both Russian and foreign air carriers.
However, in 15 of the 26 airports, restrictions have been introduced only against foreign airlines.
"Refueling of aircraft of foreign companies is limited to the volume necessary for a single flight," the NOTAM messages state.
For example, in the Urals, there are currently four airports with such restrictions: Koltsovo (Ekaterinburg), Balandino (Chelyabinsk), Roshchino (Tyumen), as well as Magnitogorsk airport.
The most severe situation is in the south of Russia, where some airports are closed due to the war with Ukraine.
Of the six airports, refueling restrictions for both domestic and foreign air carriers have been introduced in three — Sochi, Volgograd, and Astrakhan. Only for foreign companies — in Krasnodar.
