Dog left on the street at -15°C. Details of the high-profile story from Fanipal
A video, recently shot in Fanipal, went viral across several social networks. The footage shows a dog curled up under a pile of snow. It was snowing, and a strong wind was blowing, from which the animal didn't even try to hide. The video caused a wide stir, and later, a real rescue operation began.

The video with the dog appeared online on January 9. According to the video, the animal is kept on a plot in one of Fanipal's private houses.
Onliner.by managed to talk with a neighbor Hanna (name changed) — the woman lives nearby. That day she noticed everything from the window and offered to film it.
— The video was shot to show it to the district police officer. I noticed how the dog lives: on a short leash, without access to water, and for going to the toilet, tubular bones (lucky if it was fed once a week) were thrown there, which dogs should not be given.
— All this went on for several years. I approached, offered help — for example, boards for a kennel. There were times when I secretly brought food and left it — it was simply impossible to watch this. They told me that the dog needed nothing, that it was 20 years old — meaning, it lived so long because it was well-fed. I know that someone else offered help, but he [the owner] refused. The last time we [with the owner] spoke was in autumn. The dog never went into the crooked kennel — which was only a kennel by name — it hid behind some dense board. When the blizzards started [on Friday], I saw the dog on this leash... We shot the video, showed it to the district officer. After about 10 minutes, they arrived — looked, knocked on the door, but no one answered.
Then the dog was unchained and taken to the shed to at least somewhat shelter it from the wind. And then an announcement was made, and volunteers started to act. The only thing I regret is not doing it sooner.
"The owner said the dogs live in normal conditions"
Halina (name changed at the heroine's request) also saw the viral video in one of the chats. The woman could not remain inactive.
— I called a friend and suggested we go together to check on the animal. Later, another girl joined us, and on the way, two more joined them, who had witnessed the dog being tormented for 12 years.
As a result, a team of five people went to talk to the animal owners on Friday evening. According to Halina, earlier that day other people had called the police and later saw the dog being carried into an unheated concrete shed — this likely happened after Hanna's call. But a couple of hours later, the interlocutors said, the pet was back outside.

— We came again around 8:30 PM. We approached to talk to the owner, offered help, said that we came in good faith. But he [the dog owner] said that everything was fine with them, the dogs (there are two on the plot) live in normal conditions. Then he told us to leave and demanded our passports. To this, we replied that we would call the police. There were several more calls to the police, but they told us to wait.
— Then I wrote down all the numbers and suggested we go home — it was ten o'clock in the evening, I went home. Around midnight, I received a call saying that a police officer was on the way. I informed the girls, and we came back. In the car, we gave statements — including how we learned about the incident. They accepted four statements from us (one of the girls had gone to sleep). One had a blanket, but the police officer warned that we wouldn't be able to take the dog today — saying there were no grounds.

At this time, the dog lay near the shed, tied on a short leash to the door handle; they also placed some fur item for it. The dog did not react to us — it lay like it was dead. The second dog was tied near the shed, but it had a place to hide from the snow. At some point, we managed to reach the owner — she agreed to come out and open the door. However, she only allowed the police officer onto the property; the others had to leave the premises.
— When the police officer returned, he said that the dog would be taken to the barn. I said that in the morning after the police visit, the dog was also hidden there, and then brought back out into the snow. As a result, we left with nothing. The next day, I was told that the police, animal protectors, and a veterinarian would arrive. When I came at 10 PM, the dog had already been taken — she was in the car.
"The dog was taken away — now she needs an operation"
Inna was one of those who helped rescue the dog on the second day. She is the director of the "Zhivi" charity foundation.
— I saw the video on Friday — I know the volunteer girls from Fanipal, and I thought the issue had been resolved on the spot. On Saturday, when information appeared that it was impossible to take the dog with the police, I went to Fanipal, contacted the Dzyarzhynsk central police department. Then we arranged with a veterinarian — the seizure was to happen with him present. We drove to the house several times with the police. Unfortunately, the owners were hostile, but the police officer explained to them that we were offering help. As a result, the dog was taken as "material evidence for temporary keeping," and she is now receiving help.
The situation is complicated by the fact that the dog has three airgun pellets, is weakened, her coat condition is terrible, and she also has mammary gland tumors.
At the moment, the dog is in temporary foster care, and she already has a curator — a girl named Maryna. She got involved in this story from the first day and was among the five people who tried to contact the owners on Friday. The girl told the journalist that the rescued dog's name is Lyalya, and she is about 12 years old.
— A couple of years ago, I was told that the dogs were kept in terrible conditions, sleeping on bare ground, without food, and tied with ropes. At that time, I couldn't help in any way, so I advised them to contact the police. Probably, no one did anything. But given the recent weather, when the dog was almost dying, people couldn't bear it and finally contacted the police officers.
According to Maryna, in conversation, the owners insisted: everything was fine with the dog, she was used to living outside, and they fed her normally. The second dog (a male), also living on the plot, was more active and lively on the day of the conversation, and he had possibilities to hide from the snow — although he was also on a short leash.

— I wasn't inside [the shed], but the girls posted photos: bare concrete, with a bowl of ice on the floor.
The second dog currently remains with the owners. As for Lyalya, after a vet examination the next day, she was taken to a clinic. The "Zoashanets" organization helped with the examination by providing volunteers with vouchers. — Lyalya is currently in temporary foster care. It's unknown what will happen next: the dog is in poor condition, she needs an operation, after which they will decide what's best for Lyalya.
