According to the General Prosecutor's Office, more than 70% of bribery cases are related to procurement procedures, contract execution, and disposal of state property. Most often, bribes are given to officials specifically in the field of public procurement.
As early as 2021, a norm was introduced into the Code of Administrative Offenses, providing for the liability of legal entities in whose interests a bribe is given. In 2025, 140 companies were brought to such accountability. The total amount of fines exceeded 1.7 million rubles.
According to Igor Hreiba, such companies should be considered unscrupulous participants in economic activity and be deprived of the right to participate in state procurements for six months. To ensure transparency, it is planned to create a special open register of companies brought to justice for giving bribes. The procedure for its formation is currently being developed.
It is expected that the register will appear this year. In addition, the House of Representatives is considering a bill that will extend administrative liability for giving bribes not only to company officials but also to other employees.
