You can be fined even if you use your phone as a navigator.

Recently, a raid took place in Minsk, during which the traffic police specifically hunted for drivers using phones.
Mikola Kirchenko, head of the Cossack song and dance show "Mama Likes It," said on TikTok that he received a warning because cameras caught him with a gadget behind the wheel:
— The camera resolution is so cool that you can see not only the phone model but also how well the manicure is done. So be careful and cautious, Belarusians. They see everyone.
In the comments, he explains that some time after the violation was caught on camera, the traffic police stopped him. Mikola was shown the video.
Photographer Dzmitry Navaharodski found himself in a similar situation. The traffic police called him: they said they had a photo showing the man talking on the phone while driving.
The driver planned to justify himself with phrases like: "Maybe I was just holding the phone. It still needs to be proven that I was talking, not just scratching my ear."
— And they showed me point 10.4 of the rules, which came into force in September 2025, stating that any interaction with a phone is already an administrative offense.
Dzmitry was explained: even if the phone is simply on the dashboard and the driver touches it, it will already be considered an administrative offense.
— So, I can touch the emergency lights, any buttons in the car. But if I touch the phone, it's already an administrative offense.
In the comments, some people are indignant, saying, what to do if you use your phone as a navigator. It's especially difficult, of course, for couriers or taxi drivers.
Someone wonders what makes modern cars with large touch screens better.
But the traffic police believe that interacting with a phone poses a danger to all road users. There are no exceptions for navigators.
"According to the traffic rules, drivers are prohibited from using communication devices if it is necessary to hold them in hand or interact with them by hand. Even using hands-free does not completely eliminate the risk of losing concentration," notes the traffic police.
The fine for the violation can be up to 2 basic units (90 Belarusian rubles). If it is a repeat offense within a year, the fine increases to eight basic units (360 Belarusian rubles).
