Zelenskyy stated that Putin ordered military personnel to disregard the rules of war during the shelling of Ukraine. Ukrainian special services obtained this information by intercepting intelligence data, the President of Ukraine said in an interview with the Financial Times, writes "Meduza".
The lifting of restrictions led to a sharp increase in the number of strikes on civilian targets. According to Zelenskyy, Putin gave this order in September, when Russia intensified its strikes on Kyiv, hitting schools, hospitals, and data centers.
Ukrainian officials also state that Russia intends to strike nuclear facilities to cut off their power, increase pressure on Kyiv, and force Ukraine to concede to Russia's demands in early 2027.
Another goal of Russia's air campaign is a new wave of Ukrainian refugees into the European Union, which will create an additional burden on countries where anti-immigrant sentiment is growing.
