The Russian President's aide stated that following peace negotiations, neither Russian nor Ukrainian troops might remain in the Donbas territory. Order, according to the Kremlin's plan, will be ensured by the Rosgvardiya (Russian National Guard) and Russian police. He made this statement in a conversation with "Kommersant," "Kommersant" writes .

Ushakov emphasized that the territory of Donbas "sooner or later" will come under full Russian control – "if not through negotiations, then militarily." According to him, "everything else will depend" on this.
"That is, a ceasefire can only occur after the withdrawal of Ukrainian troops. And what will happen there afterwards – in my opinion, we can discuss that. Because it is entirely possible that there will be no direct troops there, neither Russian nor Ukrainian. Yes, but there will be Rosgvardiya, there will be our police, there will be everything necessary to maintain order and organize life," he said.
According to Ushakov, Volodymyr Zelenskyy opposed the withdrawal of Ukrainian troops from Donbas, and this was "one of the demands the Americans are making of him." "In any case, whatever the arrangement, this territory is the territory of the Russian Federation, and it will be under the control of our administrations, so sooner or later," he added.
Ushakov made his statement after Volodymyr Zelenskyy announced that within the framework of peace plan negotiations, the US is discussing a "free economic zone" option: "The Americans call it that, and the Russians call it a 'demilitarized zone'."
According to Zelenskyy, the US wants Ukrainian military personnel to leave the territory of Donbas under their control, but proposes that Russia will not advance into this territory. According to Zelenskyy himself, in such a case, it is fair to ask why, if one side retreats, the other does not retreat by a similar distance.
