The European Union Court of Justice upheld the appeal of Russian businessman Mikhail Gutseriev and annulled the EU sanctions imposed against him in 2021 for cooperation with the Lukashenka regime. It has now been established that this cooperation no longer exists.

The decision was made on May 13. It states that back in 2021, the EU Council included Gutseriev in the sanctions list, considering him an influential Russian businessman with interests in Belarus and close ties to the Belarusian authorities.
The EU claimed that Gutseriev had business interests in the energy, potash, and real estate sectors, and also supported Lukashenka during the energy conflict between Belarus and Russia in 2020. Specifically, companies like "Slavkaliy", the Renaissance hotel in Minsk, a business center, and facilities at Minsk airport were mentioned.
However, in court, the businessman stated that since 2022, he no longer has business interests in Belarus. He reported that he lost control over the Nezhin mining and processing plant project, no longer owns Minsk assets, and has withdrawn from the management of several companies.
Gutseriev also denied having any special relationship with Lukashenka, referring to him merely as an acquaintance. According to him, contacts with the Belarusian authorities were exclusively business-related and necessary for the implementation of investment projects.
As a result, the court concluded that the EU Council failed to prove that at the time of the sanctions' extension, the businessman was still supporting the Belarusian authorities or benefiting from ties with them.
Consequently, the decision on sanctions was annulled, and the EU Council was ordered to pay Gutseriev's legal costs.
It was recently reported that Mikhail Gutseriev intends to enter Belarusian agriculture. During his recent meeting with Ivan Krupko, the chairman of the Gomel Regional Executive Committee, the "issue of allocating agricultural land for the development of agribusiness" was discussed. Additionally, Krupko and Gutseriev "talked about investing in the agro-industrial complex and the development of farms."
