Parental Benefits to be Calculated Based on Child's Parents' Earnings
In Belarus, they plan to change the procedure for calculating child care benefits for children under three years old. It is assumed that the amount of the payment will depend on the parents' earnings before going on child care leave. The corresponding bill has already been submitted to the government for consideration, reported Deputy Minister of Labor and Social Protection Yulia Berdnikova.

The Ministry of Labor explains the necessity of changes by demographic shifts. Over the past 25 years, the average age of Belarusian women at the birth of their first child has increased from 22 to 27.5 years. Previously, a single benefit amount was considered justified because many young parents were still studying and had not yet built a career. Now, before the birth of a child, many families already have work experience and stable earnings, so a break from work can significantly reduce their usual income.
The proposed system provides that when determining the benefit, the actual earnings of the parents before going on child care leave will be taken into account. In this way, the authorities want to bring the amount of the payment closer to the person's previous income.
At the same time, the Ministry of Labor previously stated that after changing the calculation procedure, the benefit should not be less than the current one.
Currently, the child care benefit for the first child is 1057.7 rubles per month. This is 35% of the average earnings of workers in the country. If the new rules are adopted, parents with sufficiently high incomes before child care leave will be able to receive more.
It is proposed to set the national average wage as the maximum amount of the monthly payment. In August 2026, it amounted to 3135.9 rubles. Thus, if the initiative is implemented, the benefit in some cases may approach this amount. However, the specific amount of the payment will depend on the conditions enshrined in the final version of the law, and not all parents will be able to count on the maximum amount.
Previously, it was expected that the bill would be considered at the autumn session of parliament in two readings at once. If it is adopted within the planned timeframe, the new rules could come into effect on January 1, 2027. However, this date is not yet final: the document must go through all necessary procedures and be officially adopted.
