Aliaksandr Lukashenka by decree No. 360 of October 14, 2026, changed the composition of the commission that reviews appeals from Belarusians abroad — the so-called "return commission".
The commission is still headed by Prosecutor General Dmitry Gara. He replaced Andrei Shved in this role in February 2026, when Shved was transferred to head the Supreme Court.
Hennady Dysko, Deputy Prosecutor General, became the new Deputy Chairman.
He will take the place previously held by Aliaksei Stuk — who was sent into retirement from the General Prosecutor's Office and also removed from the commission.
Dysko is known for publicly insisting in November 2020 that the murdered Raman Bandarenka was drunk. This was a lie.
A place on the commission was given to the new head of the Belarusian Republican Bar Association, Vital Demidovich. He mechanically replaced his predecessor from the bar, Aliaksei Shvakov.
Uladzimir Basko — former general director of the scientific and technological association "Infopark" and one of the founders of the High-Tech Park — also disappeared from the list. In November 2025, "Nasha Niva" reported his detention, likely related to the "Softclub" case. Basko's further fate is unknown; state media have not reported anything about the security forces having questions for him.
The decree also updates information about several members who remain on the commission.
Hanna Kanapatskaya has now been officially renamed Hanna Trukhanovich. Aliaksandr Lukashenka's multi-time sparring partner in presidential elections has returned to her maiden name.
Finally, three more people remained on the commission, but with updated positions — these are the Commissioner for Religions and Nationalities Aleh Dyachenka, Minister of Culture Marat Markau, and an official from the Union State Aliaksandr Markevich.
Over the entire period of the commission's operation, several dozen people have returned to Belarus through it.
