The Government of Belarus has changed the rules for targeted admission to higher and secondary specialized educational institutions. The corresponding resolution was signed by Prime Minister Alexander Turchin.

Now, the following can order the training of a specialist under targeted admission conditions:
- state bodies;
- state organizations;
- organizations where the share of state property in the authorized capital is not less than 50%;
- other organizations that "have made a significant contribution to the development of the region", but only upon the request of the respective regional or Minsk City Executive Committee.
New requirements have been introduced for customers: it will be necessary to justify the need for specialist training and comply with application deadlines.
For applicants who wish to study under targeted conditions, a competition is now mandatory, both when submitting documents and based on the results of internal entrance exams at the HEI. Also, the responsibility of the applicant and the customer for unsubstantiated termination of the contract or non-fulfillment of its terms has been established.
Additional changes introduce the transfer of administrative procedures for state accreditation to electronic form and the requirement to include representatives of personnel customers in the accreditation commission.
The criteria for evaluating an educational institution have also been changed: the proportion of faculty members with academic degrees must be at least 45% instead of 40%. This norm, however, will only come into effect on September 1, 2030.
