They propose to abolish the annual submission of declarations and instead introduce monitoring of officials' financial status.

The possible changes were announced by Prosecutor General of Belarus Dmitry Gora during a joint session of the House of Representatives and the Council of the Republic, calling them part of "improving anti-corruption legislation".
Currently, state employees, heads of state organizations, employees of law enforcement agencies, and some other categories of officials must annually submit declarations of income and property. In a number of cases, this also applies to their spouses and adult close relatives who live with them and maintain a common household.
Declarations are submitted to the relevant state bodies and are not made public.
According to the proposal, the annual submission of documents will be replaced by monitoring the financial status of state employees. The Prosecutor General's Office announcement does not specify which body will be responsible for this, what data it will have access to, or how it will detect illicit enrichment.
At the same time, the authorities have softened the ban for state employees and employees of state organizations on foreign bank accounts. They are now allowed to receive money abroad according to enforcement documents, social and insurance payments, and inheritances.
Abolishing annual declarations will simplify life for officials. But whether it will improve the detection of illicit enrichment is not yet clear.
