In Russia, the possibility of introducing new restrictions on the use of VPN services, which allow bypassing internet blockages, is being discussed, reports The Moscow Times.

This issue was discussed during meetings between the Minister of Digital Development Maksut Shadaev and representatives of telecommunication operators and large IT companies. According to media reports, the initiative may be related to an order from President Vladimir Putin.
An option is being considered where users will have to pay for a large volume of international internet traffic, as it is often used when VPNs are operating. In addition, internet platforms may be obliged to identify such users and limit their capabilities. The introduction of fines is also not ruled out, although a final decision has not yet been made.
According to preliminary information, some of these measures may come into effect in the near future. However, experts note that technically, it is not always possible to accurately determine VPN usage, as similar signs can also appear in ordinary situations, for example, when a person is abroad. Overall, it's about strengthening internet control and an attempt to limit access to blocked resources.
