MART Issued a Warning to a Minsk City Executive Committee Structure for Inaction and Red Tape
The Ministry of Antimonopoly Regulation and Trade issued a warning to the Communal Unitary Enterprise "Center for Information Technologies of the Minsk City Executive Committee". The reason was an approval process that had been unresolved for over a year and a half.

The Ministry reviewed an appeal from the public association "Minsk Metropolitan Union of Entrepreneurs and Employers" regarding possible violations of antimonopoly legislation during the approval of the use of the software product "Housing and Utilities Management".
Over a year and a half ago, Bright Solutions LLC, a member of this union, applied to the Center for Information Technologies of the Minsk City Executive Committee requesting approval for the use of this program in housing and communal services organizations in Minsk.
However, a decision on the request was never made. Meanwhile, the Center for Information Technologies of the Minsk City Executive Committee itself is developing a competing software product – the automated information system "DomUchet".
The Ministry considered that the inaction of the institution and the delay in the procedure might show signs of violating antimonopoly legislation.
In this regard, the ministry demanded that actions that could violate antimonopoly norms be ceased. A deadline of October 12, 2026, has been given for compliance with the demand.
