Germany launches joint production of interceptor drones with Ukraine and allocates €1.35 billion in aid
The parties agreed on the serial production of equipment for intercepting Russian missiles and large-scale financial injections into the Ukrainian energy system ahead of winter.

The Federal Chancellor of Germany arrived in the Ukrainian capital for the most dangerous visit of his tenure to announce the transition from unilateral military support to joint defense production.
A special train carrying Merz arrived in Kyiv on the morning of October 4, 2026. As reported by Bloomberg agency, the Chancellor was accompanied by Economy Minister Kateryna Reiche and a delegation of ten heads of German defense and energy concerns. At the station, the politicians were met by Ukrainian Foreign Minister Andriy Sybiha.
The visit takes place against the backdrop of a sharp escalation of hostilities and mutual strikes on strategic infrastructure.
The German publication DW notes that the trip took place under conditions of extreme risk: Russia significantly intensified attacks on Kyiv and passenger trains, and a few hours before the delegation's arrival, the Russian Foreign Ministry issued a direct warning to foreign diplomats about the danger of being in the Ukrainian capital.
The day before, Russian troops struck a major bridge and logistics center in Kyiv, while Ukraine attacked one of Russia's largest oil refineries.
Transition to serial production of weapons
The main practical result of the visit was a new German aid package totaling 1.35 billion euros. Of this amount, 1 billion is intended exclusively for military needs.
German government sources clarified that the funding will go towards long-range weapons, combat drones, and satellite technologies for more effective destruction of Russian launch installations.
However, a key part of the package is the launch of joint production of UAVs designed to intercept reactive targets. In recent weeks, engineers have achieved a technological breakthrough in this area, and now serial production of such devices is beginning, which should eliminate one of the most serious gaps in Ukrainian air defense.
Germany views this step as a mutually beneficial partnership, not just sponsorship. Kyiv has committed to purchasing products from the German military-industrial complex, while concerns from the FRG will gain direct access to Ukrainian combat experience in the application of drones and combating them.
"Our partnership is not a one-way street. German and Ukrainian companies are jointly developing technologies that benefit both countries. This makes us safer and stronger," Friedrich Merz stated during the meeting.
Energy and a warning to the West
The remaining 350 million euros from the agreed package are directed towards strengthening Ukraine's energy system before the fifth winter of the war. The funds are intended for the purchase of generators, transformer substations, and repair kits necessary for the rapid restoration of networks after Russian shelling.
In his official comments, the German Chancellor directly linked Ukraine's survival to the security of the European Union itself, explaining the motives for further financing Kyiv.
"I came to Kyiv today because Ukraine needs all our support in the coming weeks. If Russia is not stopped, its war machine will sooner or later be turned against us. Germany's security also depends on the outcome of this war. Therefore, we help out of our own vital interests," the head of the German government emphasized.
For Friedrich Merz, this is his second visit to Ukraine as Chancellor, following a joint trip with Emmanuel Macron, Keir Starmer, and Donald Tusk in May 2025. According to statistics from the Kiel Institute for the World Economy, since the start of the full-scale invasion, Germany has allocated more than 50 billion euros to Kyiv, second only to the United States of America (115 billion euros) in terms of aid volume.
