Musk offered Trump the idea of slowing down Starlink in Ukraine — Telegraph
The US President agreed with Musk's proposal.

The Telegraph reports that it was SpaceX owner Elon Musk who approached US President Donald Trump with the idea of slowing down Starlink's operation in Ukraine.
One source told the publication that Trump agreed with Musk's proposal. This paved the way for the Pentagon to impose speed restrictions on Starshield — the military version of the satellite communication system.
On Wednesday, Musk dismissed his responsibility for limiting access to Starlink, blaming the White House. He claimed that "any speed or usage restrictions were determined by the American military and, as a result, the US President."
However, after what Kyiv called a "night of bloodshed" due to power outages, a high-ranking source reported that Musk was concerned about a possible negative reaction from consumers in Europe.
Speaking at the White House on Friday, October 16, Trump stated that he did not consider either himself or Musk responsible for Ukraine losing access to Starlink.
