What is known about the arrest and detention of Senator Ihar Siarheeu, director of the Belarusian Cement Plant

This year, the general director of the Belarusian Cement Plant was sentenced. This was announced by Andrey Fiedarovichau, senior prosecutor of the General Prosecutor's Office of Belarus.

“This year, 607 people were brought to criminal responsibility for corruption crimes, four of whom held senior positions. The general directors of "Kamunarka", the Belarusian Cement Plant, Hrodna Meat Processing Plant, and other high-ranking officials were convicted of bribery,” he stated.

The persecution of the head of the cement plant was not previously known. Who are we talking about? Since 2021, Ihar Siarheeu has been at the head of the enterprise. He was also elected a member of the Council of the Republic from the Mahilioŭ region in 2024.

When exactly Siarheeu disappeared is unclear. This happened at the end of 2025 or the very beginning of 2026.

On the website "Holas Kastsiukoŭščyny", the last opinion on his behalf was published on November 17, 2025, although Siarheeu was usually mentioned there monthly.

A new director appeared at the Belarusian Cement Plant in May 2026. The position was taken by Yauhen Valoščyk, who was previously the chief technologist at "Krasnasielskbudmateryjaly" — another cement enterprise, located in the Vaŭkavysk district. In total, Valoščyk worked at that plant for over 20 years.

Ihar Siarheeu is 47 years old. He made his entire career in Kryčaŭ, where he was also born. He graduated from the Belarusian Agricultural Academy, worked briefly in a collective farm in his hometown and at a grain reception enterprise, and then for a long time — from 2003 to 2021 — he was at "Kryčaŭcementšyfer". There, Siarheeu went from a control service inspector to deputy director for commercial affairs. And from there, he was transferred to Kastsiukovičy to the Belarusian Cement Plant — as director.

In total, there are three cement plants in Belarus, united into a holding company — in Kastsiukovičy, Kryčaŭ, and Krasnasielski. The state has invested hundreds of millions of dollars in each of them, but they still operate at a loss, and top managers are periodically imprisoned for corruption.

Siarheeu was no exception. For receiving a bribe by a person holding a responsible position (Part 3, Article 430 of the Criminal Code), 5 to 15 years in a penal colony are prescribed. It appears that the initial trial has already taken place. But it is unknown whether the former senator is awaiting an appeal or has already gone to the penal colony.
