A Minsk resident: "My utility bill came to 240 rubles, even though I work. It turned out it was because of the tenant."
The "parasite" utility bills will be discussed for a long time. Even by those who received quite standard winter bills (and they are the majority). No matter what, Belarusians are not used to "utility bills" with amounts of 200 rubles or more. At the same time, as it turned out, another category joins the "powerful trio" (those not employed in the economy, those who have left the country for a long time, and those who "hold" square meters without registered residents). Here is a story that Marina, a resident of Minsk who owns a two-room apartment, shared with Onliner.
“In December of last year, I decided to rent out my two-room apartment for the first time. Initially, I only considered citizens of Belarus as tenants. But then a girl from Turkmenistan called me. She was so pleasant in the conversation that I decided to take a chance and cooperate with foreigners,” says a Minsk resident.
There turned out to be three tenants. That same girl with her husband and their relative.
“As it should be, we concluded a contract in the Settlement and Information Center (SIC), indicating two tenants. We also issued a temporary registration in the apartment for all three, as this is a legal requirement (permanent registration is with me and my son). I was not mistaken in my choice of tenants: the people are very cultured and neat. We lived peacefully until this November, or rather until the moment when the utility bill arrived.”
Instead of the usual amounts, 240 rubles “flew in.” With “parasitic” tariffs.
At first, I thought it was because of me. I had just returned from maternity leave, so I assumed that I might have been mistakenly classified as a "parasite." I called the SIC, and they shocked me - it's about the tenant. One of my three tenants is not working. Accordingly, the "utility bill" was calculated at the full rate.
But I am the owner, and I also have permanent registration. I work and am employed in the economy. And the second tenant works (they and his wife are on the same contract). Will it be like this all the time now? Why can't it be calculated proportionally—for each tenant with whom a contract is concluded?—the girl asks.
We described the seemingly non-standard case in an official request, and sent the document to the Ministry of Housing and Communal Services. There has been no response yet. But the topic has already been touched upon in state media. Here is what writes the publication mlyn.by: "Even if the owner works, but rents an apartment to a parasite (the question is, with what money does he live), the housing and communal services are calculated again in full, regardless of who the owner is. This is called linking housing and communal services to the payer. It is clear that we are talking again about "gray" income, but it is also done to avoid fictitious transactions. For example, two comrades sitting in Warsaw could fictitiously rent apartments to each other and not pay taxes. Now such options will be very problematic.”
Other Minsk residents also faced a similar situation: “Since October 1, the calculation for heating and water heating is tied to the payer of utility services. Payers are both the owner and the tenant. That is, even if the owner is registered in the apartment and is not a parasite, but rents an apartment/room under a contract to a person who is a parasite, then the payment is 100% for heating and water heating. Today I cursed about this issue in the SIC. I rent a room in a three-room apartment under a contract, they calculated 100 percent, because the tenant is a parasite,” wrote one of the users of the social network Threads.
