The initiative arose after a series of hybrid attacks in Europe, in which local authorities suspected Russian military intelligence.

The European Union is discussing the inclusion of the Main Directorate of the General Staff of the Armed Forces of Russia, known as GRU, in the list of terrorist organizations. This was reported by Rikard Jozwiak, editor of the European bureau of Radio Free Europe/Radio Liberty. He did not provide further details.
The initiative arose after a series of hybrid attacks in Europe, in which local authorities suspected Russian military intelligence, writes the Moscow Times.
Thus, in early September, Germany blamed the GRU for preparing a sabotage attempt using explosive drones at Leipzig airport. Oleg L., who, according to German law enforcement, is directly involved with this structure of the Russian Ministry of Defense, was detained as part of the investigation.
In turn, European Commission President Ursula von der Leyen stated that the sabotage attempt in Leipzig "marks a new degree of escalation on European soil" by Russia. She called the incident part of a series of increasingly dangerous incidents, including airspace violations, airport disruptions due to drones, and interference with critical EU infrastructure. In this regard, von der Leyen emphasized that the union will continue to support Ukraine and increase sanctions pressure on Russia.
The inclusion of the GRU in the EU terrorist list will entail the freezing of assets and a ban on providing it with funds or economic resources. Currently, this list includes 13 individuals and 23 organizations, including the Iranian Islamic Revolutionary Guard Corps, the Islamic State, and Al-Qaeda.
Among such acts of sabotage, sources named an arson attack at the Milrem Robotics enterprise in Estonia, a fire at a drone factory in Czechia in March, an attempt to set fire to a factory in Lithuania that produces radio frequency scanners for Ukraine, as well as explosions at ammunition factories in Bulgaria and Italy in August.
According to the publication's interlocutors, Russia recruits members of local criminal groups for sabotage, mainly through messengers, and pays them with cryptocurrency.
