GUR named Belarusian enterprises participating in the creation of a Russian Starlink analogue
The Main Intelligence Directorate of the Ministry of Defense of Ukraine published a list of 49 Russian and Belarusian enterprises involved in the creation of the low-orbit satellite system "Rassvet" (Dawn) — a Russian analogue of Starlink. Information about the enterprises, published on the War&Sanctions portal, was noticed by Reform.news.
The "Rassvet" system includes an orbital constellation of low-orbit satellites, ground control infrastructure, gateway stations, and subscriber terminals for fixed and mobile objects. The project involves structures of Roscosmos and the Ministry of Defense of the Russian Federation, IT companies, microelectronics manufacturers, and scientific centers.
The main enterprise implementing the project is the Russian LLC "Bureau 1440," which is part of the "IKS Holding" IT conglomerate. The holding's enterprises produce components, solar panels, subscriber equipment, printed circuit boards, electronic modules, and other system components.
The list includes three Belarusian enterprises: CJSC "Aerospace Devices," RVUP "Plant of Precision Electromechanics" and its branch "Belintersat."
According to the GUR, CJSC "Aerospace Devices" is engaged in creating prototypes of components for the "Rassvet" system.
In May 2026, Belintersat concluded a strategic partnership agreement with LLC "Bureau 1440," which provides for the integration of the "Rassvet" low-orbit satellite system for broadband data transmission into Belarus's telecommunication infrastructure.
