How the state sold an unnecessary bathhouse for 29 rubles, and then took back both the bathhouse and a hefty penalty
The story of buying a bathhouse in the Brest region turned into a real financial trap. A company that decided to use the abandoned property, having acquired it for a symbolic base value, eventually found itself owing the state an amount thousands of times greater than the cost of the purchase itself.

An indicative story surfaced in the Brest region about how cheap state property can be expensive. In October 2021, a communal unitary enterprise sold a bathhouse building to a commercial organization for just one base value. At that time — 29 rubles, writes BGmedia.
The deal took place following an auction and was approved by a decision of the Brest District Executive Committee. The property was owned by the district and was transferred to the buyer with specific conditions.
The sales contract was simple. The new owner was obliged to fulfill at least one of three conditions:
- start entrepreneurial activity in the building;
- carry out reconstruction;
- demolish the property.
However, as the inspection showed, nothing was done within the allotted time. The building remained unchanged; moreover, it began to fall into disrepair.
The working group recorded the fact of non-compliance with the terms of the contract. After this, the Brest District Prosecutor's Office intervened, filing a lawsuit in the interests of the communal enterprise.
The Economic Court of the Brest Region supported the prosecutor's position and ruled to recover a penalty of 161 thousand rubles from the commercial organization. The claim was fully satisfied.
The sales contract has been terminated, the bathhouse building returned to the communal enterprise — a purchase for 29 rubles resulted in multi-thousand losses.
