Scandal in Ukraine over the appointment of a "20-year-old" girl as head of the minister's protocol. What's the truth?

Few could have imagined that an ordinary personnel decision in the Ministry of Health of Ukraine would turn into a loud scandal. The appointment of young official Hanna Dorash as head of protocol for Minister Viktor Liashko caused a wave of indignation. In this position, she is responsible for forming and signing the minister's instructions, as well as for controlling the deadlines and quality of their execution.

Dorash herself published a post about her appointment on her Instagram page on May 10.

However, it was only a few weeks later that the public paid attention to it. On May 26, the Telegram channel Bankova Mail wrote that a strange personnel decision by Viktor Liashko was noticed online: allegedly, his protocol was headed by 20-year-old Hanna Dorash.

It was reported that she previously worked as an assistant to the Deputy Minister of Justice, and also served as an expert on European integration and strategic communications in the Secretariat of the Cabinet of Ministers, where she held the position of chief specialist in the "Green Deal" and ecology group.

After this, the topic spread across social networks and media. Some commentators questioned Dorash's suitability for the position.

However, as claimed by the publication Oboz.ua, whose journalists managed to contact the subject, Hanna is actually 25 years old. She is a Master of Political Science and has experience working in the government.

Her colleagues revealed that Dorash began her career as a chief specialist in one of the departments of the Chernivtsi City Council, and later worked in the Government Secretariat. The girl fully meets the requirements for a candidate for the position of head of the minister's protocol: she has three years of public service experience and a completed higher education.

It should be noted that information about Hanna's year of birth and education is now available to everyone on her Facebook page. It indicates that she graduated from the Philosophical and Legal Lyceum in Chernivtsi in 2018, received a Bachelor's degree in 2022, and a Master's degree from Chernivtsi National University in 2024.

Hanna began her professional career as a student journalist for "Suspilne Chernivtsi". After obtaining higher education, she worked briefly in the Chernivtsi Regional Council, and after a break, in the City Council. In parallel, Hanna was a manager in the public organizations "Chernivtsi Community Development Agency" and "Love That Heals".

From January to October 2025, she worked at the Ministry of Justice of Ukraine, first as an assistant to the deputy minister, and then moved to the EU Law Department. From October 2025, she worked in the Cabinet of Ministers of Ukraine in the governmental office for coordination of European and Euro-Atlantic integration.
