New General Plan for Vitebsk Approved

The new general plan for Vitebsk was approved by a resolution of the Council of Ministers on August 21, 2026, published on the National Legal Internet Portal.

The plan is designed for two stages — until 2030 and until 2035. According to the document, the city's population is planned to increase from the current 362.95 thousand to 374 thousand people in the first stage and to 380 thousand in the second.

It also envisages the expansion of residential development, an increase in housing stock, the street network, and the length of public transport routes. The number of bridges, overpasses, and multi-level interchanges is expected to increase from 33 to 39.

Among the main projects is the construction of a new bridge as an extension of Chekhov Street in the area of the Northern Bridge. Two options are being considered: with the preservation of the Minay Shmyrov Museum and one-way traffic, or with the relocation of the museum and two-way traffic.

The general plan also provides for the restoration of the complex of the former church and Jesuit college, including St. Nicholas Cathedral, as well as St. Anthony's Church.

For road transport, a north-eastern section of the bypass road is planned, and for railways, territory is reserved for a south-western railway bypass.

New cemeteries for traditional and urn burials are also proposed to be created near Vitebsk, and in the future, a crematorium is to be built.

For the implementation of the general plan, it will be necessary to withdraw about 328 hectares of land from agricultural use, of which 316.6 hectares belong to JSC "Vitebsk Broiler Poultry Farm".
