What the KGB Academy under construction at Zalatohorski Cemetery will look like
It became known back in 2023 that a new building for the Academy of National Security, which is subordinate to the KGB of Belarus, is being built at Zalatohorski Cemetery in Minsk. Nasha Niva reported in detail on the progress of the construction. Now Radio Svaboda has learned what this KGB Academy will look like.
In the project documentation obtained and reviewed by Radio Svaboda, a "multifunctional building" hides a restricted educational and residential complex with its own canteen and sports infrastructure.

The complex consists of three main parts: Block A – an educational building with a dormitory, Block B – a canteen, and Block C – a swimming pool with a gym. A controlled access point is provided on the fenced territory from Zalataya Horka Street.
The main part of the complex is BLOCK A. In the explanatory note, it is called "an educational building with a dormitory." This is a six-story building with underground and technical levels. Its total area is almost 28.9 thousand square meters. The projected number of students is 1250 people, of whom 627 are provided with places in the dormitory.
The lower, underground level of Block A is located at a depth of five meters.
A shooting gallery with an area of 597.8 m² and a length of about 56 meters, a separate weapons depot, two rooms for its storage and one for its issuance, an RCBD (radiation, chemical, and biological defense) depot, two depots marked NZ (in military terminology usually means an inviolable reserve in case of emergency), four KES depots (in military terminology means Quartering and Exploitation Service, which is responsible for the building, engineering and household property) are designed here.

The rest of the underground level is occupied by technical, storage, and utility rooms for personnel. Among them are warehouses for "material property," men's and women's changing rooms for 80 service personnel, a ski storage room, and a loading dock for unloading "Gazelle-3302" type vehicles.
An underground parking lot is not provided in the project for the complex, which is designed for more than a thousand people.

On the first floor, the plan indicates a security post, separate rooms for storing weapons and mobile phones, a cloakroom, and an access control system in the lobby. Computer classes, auditoriums of various formats, a gym, and a general physical training hall are also designed here. There is also its own medical unit – therapist's and dentist's offices, and a treatment room.
The second floor is more administrative. Many offices, a library, several auditoriums, a cinema-lecture/assembly hall with 300 seats, and two conference halls are planned here.
A separate wing is allocated for the institution's management. According to the project documentation, two office blocks with an area of 104.5 and 93.5 m² are provided here. Each includes a "head's office," its own reception, a rest room, and a bathroom with a shower. Considering the structure of the ANB management and the availability of only two such premises, it can be assumed that these premises are intended for the two heads of the institution – the academy chief Valentin Platonov and his first deputy Henadz Krasko. However, the project does not specify who exactly will use these premises.
The third floor is marked in the documents as technical and has almost no windows. The lower level of two lecture auditoriums for 150 people and technical rooms are located here.
From the fourth to the sixth floor, a significant part of the area is occupied by the dormitory, which is combined with educational classrooms and lecture halls located in a separate wing. On each of the three floors, there are 209 bedrooms – a total of 627. The rooms are predominantly four-person, with some three-person rooms. The calculation result matches the projected dormitory capacity indicated in the explanatory note.

BLOCK B – a separate one-story canteen building with a basement and roof, it also includes a sports complex.
Total area is 4.3 thousand square meters. On the first floor, three dining halls are planned – for 240, 88, and 12 seats, totaling 340 people. According to the documents, the canteen will have a full cooking cycle: hot, cold, fish, meat workshops, vegetable workshop, warehouses for various types of products and spices, a separate room for meat cutting, cold storage chambers, and technical equipment.
On the "exploited roof" of the building, the project provides for a sports stadium with running tracks and pitches for mini-football, basketball, volleyball, badminton, and tennis. A separate part of the roof is allocated for outdoor exercise equipment.
BLOCK C – a two-story sports complex with an underground technical level, with a total area of about 2.8 thousand square meters. On the first floor, a 25-meter swimming pool, changing rooms, showers, and two saunas are planned. On the second floor – a sports hall with an area of 634 square meters with auxiliary rooms.
Together, the total area of only the three main blocks is about 36 thousand square meters. Externally, the complex is planned to be executed predominantly in gray and light gray tones with white cornices. The walls have ventilated facades made of porcelain stoneware. For Block A alone, the procurement documentation provides for about 7.9 thousand m² of porcelain stoneware coating, which will cost almost 3.11 million rubles (approximately 1.04 million dollars).
The KGB educational institution is being built with budget funds. As follows from the data of state investment programs, the amount of money allocated for construction is at least 25.7 million rubles.
The architectural project for the educational building with a dormitory was developed by "Belgosproekt Institute". The chief engineer of the project is Yulia Serada. The projects for the swimming pool and the controlled access point were carried out by the private enterprise "Gomelinterproekt". The chief architect for the educational building with a dormitory project is Valery Kutsko, an architect at "Belgosproekt Institute". In 2012, he received the State Prize of Belarus for the creation of "Minsk-Arena", and among his projects are the specialized lyceum of the Ministry of Internal Affairs on Stakhanovskaya Street, 13, and the secondary police school for 500 students on Filimonova Street.
