Shevtsov and Gutseriev officially excluded from the EU sanctions list
The Council of the European Union has officially excluded Russian businessman Mikhail Gutseriev and Belarusian entrepreneur Viktor Shevtsov from the list of individuals subject to sanctions in connection with the situation in Belarus.

The corresponding executive regulation of the EU Council was adopted on October 13, and on the following day, it was published in the Official Journal of the European Union and entered into force.
Two entries were removed from the sanctions list maintained under EU Council Regulation No 765/2006: No. 125, which listed Gutseriev, and No. 258 — Shevtsov.
The decision was made after an assessment of relevant circumstances, following a proposal by the EU High Representative for Foreign Affairs and Security Policy. Unofficially, the exclusion of the businessmen from the sanctions list was reported as early as October 6.
The basis for this was the corresponding decisions of the General Court of the European Union in Luxembourg. On May 13, it became known that the court had annulled the EU Council's decision to extend sanctions against Gutseriev in 2025.
The court concluded that at the time of the sanctions list's update in 2025, the EU Council did not have sufficient and current evidence that Gutseriev supported the regime of Alexander Lukashenka.
