Russia may gain a naval base in Sudan

Sudan's top military authorities have offered Russia a deal that, if implemented, would give it its first naval base in Africa and control over vital Red Sea trade routes. Sudanese officials told The Wall Street Journal about this.

According to the terms of the proposed agreement, Russia will be able to deploy up to 300 of its military personnel and up to four warships, including nuclear ones, in Port Sudan or elsewhere, using the territory for 25 years. In addition, Sudan is ready to open access to mineral extraction for Russian companies.

In return, the authorities of the country, which has been engulfed in civil war since 2023, hope to receive modern air defense systems and other weapons from Russia on preferential terms. As the WSJ notes, Moscow has been seeking permanent access to Port Sudan for five years, but the Sudanese government has so far refrained from a full agreement.

The idea of creating a Russian base on the Sudanese coast has been discussed since 2017. In 2020, the parties signed an agreement on the deployment of a logistics facility for the Russian Navy, but the supply of weapons was not stipulated then. In February 2025, the Minister of Foreign Affairs of Sudan announced a complete mutual understanding between the parties on the creation of the base, but in November the Russian ambassador announced that the military conflict in the country had suspended this construction.

If the agreement is implemented, Russia will strengthen its position in Africa and gain strategic advantages. This is causing concern in the United States, which seeks to prevent Russia and China from controlling African ports. A base in the Red Sea will allow Russian ships to stay longer in the Mediterranean and Indian Oceans, as well as monitor movement through the Suez Canal, which accounts for about 12% of global trade.

Sudanese sources note that cooperation with Moscow may complicate Sudan's relations with the United States and the EU. Earlier, Khartoum rejected Iran's proposal to create a naval base in the country in order not to spoil relations with the United States and Israel.
