Among the probable candidates are the President of Finland and the Head of the European Council.

European governments are discussing whom to nominate for direct negotiations with Vladimir Putin about the war, Politico writes.
This became more urgent after American envoy Steve Witkoff traveled to Russia to propose a trilateral summit with Trump and Zelensky to Putin. Trump is increasingly making deals with Putin over the heads of Ukrainians and Europeans.
The most discussed figure is Finnish President Alexander Stubb. His strong relationship with Trump and extensive Finnish experience in dealing with Russia speak in his favor. So far, he is the only one who has taken the initiative himself and has already participated in negotiations in Oslo.
Another option is the President of the European Council, António Costa. One diplomat considers him a more neutral mediator than von der Leyen or Kallas, who are seen as too pro-Ukrainian. However, Costa himself has so far refused to speak with Putin.
The European Commission states that the EU is already involved in the process. As proof, they cite the presence of von der Leyen's advisor Björn Seibert in Oslo, where territories, security, and the post-war reconstruction of Ukraine were discussed.
