Lukashenka expanded the powers of regional executive committees and Minsk City Executive Committee
Alexander Lukashenka signed a decree expanding the powers of regional executive committees and the Minsk City Executive Committee in the field of construction. The changes concern objects recognized as having primary importance for the socio-economic development of the regions.

The document amends Decree No. 266 of July 2, 2025. Regional executive committees and the Minsk City Executive Committee will receive the right, by their decisions, to allow single-source procurement from state organizations not only using budget funds but also using the customers' own money.
Local authorities will also be able to allow the felling of trees and bushes with subsequent sale of harvested timber, as well as the placement of objects on the territory of the regions with deviations from the approved detailed planning project.
They will have the right to allow customers and developers to independently obtain technical specifications for the engineering and technical support of objects. In addition, developers may be allowed to use modular structures manufactured in factory conditions without developing project documentation.
Regional executive committees and the Minsk City Executive Committee will also be able to determine deposits of useful minerals, including sand and gravel, where the extraction of materials for construction is allowed. At the same time, the processing of documents for the allocation of land plots will occur in parallel.
Another innovation allows local authorities to determine customers who will develop detailed territorial planning projects using their own funds. Previously, such works were financed exclusively from the budget.
To accelerate decision-making regarding the design and construction of priority objects, they will no longer need to be coordinated with the Council of Ministers.
The new rules will come into effect on January 1, 2027.
